Rachel Safran, Ph.D. 

Dr. Rachel Safran is a licensed psychologist, licensed to practice in the States of New York and New Jersey. Dr. Safran earned her bachelor’s degree from the University of Maryland in 2006, and then went on to earn her master’s degree in Psychology from American University in 2008, followed by her doctorate degree in Counseling Psychology from Seton Hall University in 2013. During her doctoral training, Dr. Safran focused her professional development in the area of psychological testing and assessment, and obtained specialized training in these areas at Maimonides Medical Center, The New York City Department of Correction, and Kings County Hospital Center. Dr. Safran’s doctoral program and predoctoral internship were and continue to be accredited by the American Psychological Association. 

Since earning her doctorate degree, Dr. Safran has focused her career in the areas of forensic assessment and the evaluation of police and public safety personnel. Regarding her forensic work, Dr. Safran has specialized training in forensic interviewing of children and is a Department of Children and Families (DCF), Division of Child Protection and Permanency (DCP&P) vendor, contracted to provide forensic psychological evaluations of adults and children for DCP&P investigations and child maltreatment fact finding hearings. In her private practice, Dr. Safran conducts a wide array of forensic evaluations, including student and employee violence risk assessments, independent medical evaluations in the context of personal injury, disability, and guardianship cases, evaluations addressing parenting capacity & parenting risk, and child custody evaluations. Dr. Safran also provides consultation services, and has served as an expert witness, rebuttal expert, and trial consultant. 

Regarding her experience in police & public safety psychology, Dr. Safran has conducted over 3500 pre-employment psychological evaluations, and has conducted these evaluations as well as fitness-for-duty psychological evaluations for the New York City Police Department, New York City Correction Department, and local township police departments throughout the State of New Jersey. Each pre-employment and fitness-for-duty psychological evaluation includes a thorough mental health screening assessing for the presence of psychopathology and substance abuse, history of intimate partner and family violence, and other potential sources of trauma.
